Not necessarily.
One of my friends hates herself (it really worries me sometimes) but she and her boyfriend are very much in love. However, it's a rather unhealthy thing either way, because, being a high school romance and first serious relationship for both of them, it's unlikely that they will stay together forever (possible, but unlikely). If they ever break apart, she will have nothing she sees worth living for, and she may attempt suicide. It's happened before, where she's attempted it, but he came along and told her he loved her and that stopped her. But what if their feelings one day fade?
So no, you don't necessarily have to love yourself before you can love anyone else. But it's probably healthier to love yourself (as long as it doesn't become a super-ego, but that's a different story).
