Hetalia Question

Let's clear this up, is or is nicht, the HRE, Germany?

I read in one of the comics how Prussia was describing how he unified and created what is Germany, but then again Prussia is awesome but arrogant.
But several fans believe Germany is HRE. Personally I don't believe he is.
After all the HRE was mainly Austria. He had darker eyes than Germany. He had a slightly different personality. And isn't the HRE somewhat older than Italy, Italy does call him an older brother. And you'll think Prussia would remember HRE being Germany.
But I am confuse so is or is not the HRE Germany? I'm not gonna argue with you, I just want to know you guys opinion. Cause I'm really confuse about this.

While you don't have to support the idea, and I'm not entirely sure if historically the HRE became Germany, part of the empire was were Germany is today, and when Prussia was still a country it did influence Germany some I believe, I personally support HRE and Germany being the same person

I personally believe that HRE is Germany for so many reasons It would take forever for me to write all of them.

Also, I don't think his eyes are darker, I just think that Germany's eyes are drawn more piercing. When Holy Roman Empire's pupil is shown smaller, the shadowing and high-lighting on it disappears, and you see a much more similar eye color.

It depends on your colour perception, but in that particular photo HRE's eyes are a deeper and brighter blue than Germany's.
