ok so in the Hetalia axis powers who is the chibi that's all dressed in black and is nice to Italy??

Is he Rome or Germany. B/c I see his side burns and Germany has those side burns. but idk it just confuses me!!!

The guy your talking about is the Holy Roman Empire (often abbriviated to HRE). He's related to Germania and is rumoured to be a younger Germany, hence the resemblance to the two. HRExItaly is my favourite APH pairing (and maybe my favourite fictional pairing of all time)!
