I'm afraid Romania doesn't have a human name, and like other characters without a human name. Will probably never have one. I heard that Himaruya stopped giving the Hetalia characters human names ages ago. So it's up to the fans to decide what they'd like to give him as a human name. While some fan human names have been generally accepted by the fanbase (such as Yekaterina for Ukraine despite not being given a human name), it may be a little more difficult for newly introduced characters like Romania.
He goes by 3 pending names.
Vasilica Lupei, Dragomir, and Vladimir
I feel Vasilica Lupei might be his official name later on since more people tend to use it more than the other two, but it's okay if you don't agree.

I use Vladmir a bit more, but I am writing a fan-fiction and that is his name. Do you mind if I use "Lupei" as his last name in my fan-fic?
He doesn't have an actual human name, but it appears (from what I've seen) that a lot of fans have given him the name Vlad (Vladimir is the longer version). It seems more vampirish I guess, since he is shown with longer canines.
THE FOLLOWING HAS NOTHING TO DO WITH ROMANIA'S NAME: He's in Hetalia:The Beautiful World!!When I saw him behind Iggy.I nearly fell out of my chair!! xD I was like, "Hey mom,Romania's in Hetalia!!" My mom was just like, "Did you finish your essay??" Psh XD I JUST WASTED 10 SECONDS OF YOUR LIFE! Sorry... ;_;
Like many other characters, Romania was not given a human name. I'm not quite sure, but somebody has told me Himaruya has stopped giving human names. I doubt it's true entirely, but Ro was one that didn't get one.
I usually go with Vladimir, but I've seen Vladislav (OR SOMETHING SIMILAR), and as for last names, I use Ionescu, and again, I've seen...Lupei, I believe it was.
I don't actually know his name but most problably gonna be Alex. But this is just fan given. It's not verified as true name at all. If there would be any Romanian surname or more Romanian first name, I'll pretty much accept.
