I don't think so. Many people like to pretend they're a celebrity on omegle by somehow uploading a video of that celebrity looking at a webcam to fool people into believing, it's them. Just search for videos of Justin Bieber or Ashton Kutcher on omegle on Youtube and you'll see good examples. You can actually notice the same video of the celebrity is being played over and over again instead of the webcam.
