Why was Harry Potter and the Half-Blood Prince such an expensive film?

It cost 250 million, compared to the other HP film budgets it's a lot the deathly Hollows together combined cost 250 to make, but thats 2 movies!!! and overall it's listed as one of the most expensive movies ever made! What made it soo expensive?

*sigh* DH 1 and DH 2 were filmed at the same time as one movie.

There'd still be more time involved, more special effects, more sets and locations needed etc. These would all make it expensive, wouldn't they?

I'm not sure. Maybe the bridge attack scene at the start cost a lot to make? Or the Burrow burning scene? Those are the only big scenes which come to mind.
