It takes a lot of time, money, and effort to make a CGI character. Peeves was a well loved character, apparently, but he served no actual purpose beyond comic relief, which was already covered by other characters. There...really wasn't a reason to have him in the movies beyond fan-service.

Are you kidding? He would have added so much to the movies. Whoever made the choice to cut him out was clearly crazy.

Fot the same reason we don't see as much of the House-elves as we should, and Phineas Nigellus Black was basically written out of the films.

They didn't want to have to spen the money on the CGI for these characters when they could be spending it on what they felt were more important effects.

No time, probably. But I'm pretty sure Peeves was at least in the third movie, when he tells Dumbles where the Fat Lady is, after Sirius breaks in. But his part is a whole lot smaller...
