I'm assuming that background characters that we only hear about a handful of times throughout the series don't count?
I'm going to have to go with Ginny or Percy. They added nothing (literally... nothing) to the story.

Ginny was the person who got possessed by Voldemort? The one who opened the chamber of secrets? The perfect match for Harry? I agree about Percy though. Annoying git...
And it HAD to be Ginny that was possessed (and then opened the chamber)? It couldn't have possibly been, oh, I don't know, Hermione? Luna? Dean? Neviile? It could have been a character that we knew and that ended up actually developing later. And being the perfect match for Harry is debatable. Not that that's even a good reason to say she's important...

Don't get me wrong, I love her, but she didn't really contribute to the story & everything she did could've easily been done by Lupin or someone.
No, each had an effect (directly or indirectly) on Harry and on the plot. Take Narcissa for instance, if she had said no he's not dead Voldemort would've killed Harry. Or Blaise Zabini, had he not been in the books who would've taken over for Crabbe.
