I think that Hermione's mother was Jean because Scrimgeour had read it in Dumbledore's last will, but I'm not quit sure, though, because he did say Harry James Potter and Ronald Bilius Weasley, but not Ronald Arthur Weasley ... so maybe JK took the parents' names, maybe not... I'm not sure...

Jean is just her second name. Of course, it's possible it's the same as her mother's name, but we can't know. btw, originaly, her second name would be Jane, but JK Rwong changed it because Umbridge's second name's also Jane.
