So did Finn & Quinn actually have sex or just make-out?

A lot of people are confused with this scene. But Quinn's hair is soo messy! That usually happenes after/when you're having sexual intercourse (Just sayin) And also she said "I made a mistake with Puck, my first time should've been with you."

I'm really confused ? Personally, I did think they had sex, I'm just not 100% on it
