I think they're both tomboys, but the Iron Islands' culture is a bit more masculine to start off with, which makes Yara more of a tomboy if that makes any sense...

^ agreed. And Arya does have a couple traditionally girly traits- namely she's very sensitive and cries often and also plays/cares for younger kids. Personally, I think she's more gender neutral than a proper tomboy though.
