Does tracing images count as stealing?

It's been years since I ever did something like this. But I've noticed that a lot of times, whenever I look at someone's "art" (recolored an image), they get criticized for it. So, I know that recoloring images is bad because you didn't draw it. But if you trace it, would that technically still be drawing?
