It seems very unlikely that Tevye will ever accept Chava's decision to marry Fyedka. However, the fact that he says "And God be with you" to her is optimistic. At the very least, she's no longer dead to him. As well, Chava says that she'll write to her family and seems fairly determined to repair her relationship with them. I expect that she'll stay close to both Golde and Tzeitel and that Tevye might gradually put his prejudices behind him enough to communicate with her as well. The fact that both Chava and Tevye end up in America is also optimistic, because it increases their chances of seeing each other again. It's also possible that being forced to leave Anatevka causes Tevye to re-evaluate whether he can stand to lose another child.

Overall, I think it depends on what you mean by 'friends'. It's pretty clear to me that Tevye and Chava still love and acknowledge each other, but it seems unlikely that things will ever be perfectly back to normal between them.
