Can someone post a link or an article on Fanpop that contains illegal sites or anyway such things? Will they report him for that, or will he be banned from Fanpop?

Technically, they can post it, but it's against the rules, and once it's found it would be removed, and depending on the severity of the content the user may be banned also.
