It's a running gag in the show where Stewie pronounces things wrong- like 'cool whip' which he says as 'cool hwip,' also 'while' which he says as 'hwile,' in one episode he says 'ruined' wrong, saying it as 'ruins' as in remains of things, also in the one where he's with the Star Trek people he says 'wheat' as 'hweat.' This always irritates other characters, especially Brian. It's also seen that Meg does the same for a few words and in one episode even says "Brian, you're acting Whierd." And he says "OH come on! That doesn't even have an H in it."
He might say it intentionally to annoy people, but most likely he's just like that.
i think the makers of the show made stewie for 2 reasons.
#1. it pisses brian off, which stewie gets a kick out of.
#2. it entertains the viewer to see brian get pissed off.
So many people answering that "Because he doesn't know how to say it," should stop posting answers if you yourself don't know how to pronounce it.
Stewie pronounces it the way it used to be pronounced. That's why you still hear old people pronouncing the H in "when," "what," and "why."
The H was silent always silent. Incidentally, the K in "knowledge" and "knight" was not always silent. It's hard to imagine now, since you've never heard it pronounced that way, but the H that comes after W used to be pronounced just before the W.
So, in a sense, Stewie is more correct than Brian, and more correct than all of you who posted the wrong answer. You are the ones bastardizing the language.
The reason it's funny is because Stewie is a baby but he talks like a 90 year old British man.

to try to annoy the dog that is taking place of Brian and when the new dog tells him that he did his teddy bear he chops him up to pieces and writes a letter saying that he cut himself to pieces put himself in a garbage bag and threw himself away which peter reads out loud.
This question may be old but I am answering it given all the stupid responses it received. If Stewie is mispronouncing "whip" by adding an h sound to it, I presume American president Franklin Delano Roosevelt did not know how to pronounce "overwhelming", "why", and "what" (pronunciations are heard at 0:22, 0:34, and 0:36). Please stop acting like you know it all. Stewie is correctly pronouncing the word and Brian, being the pseudo-intellectual that he is (just listen to what Glenn Quagmire has to say about him), is attempting to correct Stewie when Stewie is already correct.
