As a colossal dragon you would think he would be the strongest out of all of them. I also think Gildarts and Zeref are strong as well.

This is a very complicating matter. Especially sense I know that Mirajane, Laxus, Makarov, Erza, and Gildarts are really strong.

Mavis is probably really strong if she was able to create the 3 Great Fairy Magics.
