Does Lucy's mom have anything to do with dragons?

From my understanding! Her mom was a Celestial Wizard. But, it did seem like her mother died around the same time Igneel and the other dragons went missing.

She died the same year, but I'm not sure if she is. In the newest arc there is a girl that knows Layla, so it may show if she was or not.
