What the heck is with that new DW Virtual world?

BBC have launched a DW Virtual world called 'Worlds in time' and it looks really appealing to 9 and 10 year olds, right?
BUT!!! My 11 year old sister tried to sign up and guess what?
YOU HAVE TO B 13! WHAT THE HECK?
