Who do you think was the woman in "The End of Time"?

I mean the one who told Wilfred to get armed, and then came through the portal with Rassilion and the other Timelords, on her knees and with her hands over her face like a Weeping Angel because she opposed the 'Final Sanction'.
I think she may be the Doctor's mother... but I'm curious of your opinions!
