How old is Rory again? Mistake or more to Rory than we know?

If he is the same age as Amy that would make him 1 when he became a nurse? Rory and Amy were to be married in june 2010 so he had to have been a nurse for 20 years already as he was issued with his badge in 1990.

Somebody asked Stephan Moffet about it, and he said that he had never noticed because the age on the tag wasn't important.
