Having now seen Frozen I would say that I think it absolutely is. I'd say it started with The Princess and the Frog in 2009. While, critically and financially speaking, The Princess and the Frog was closer in caliber to the Disney movies of the 2000s than the 2010s, it marked the return to princesses and musicals that seems to have characterized both the Disney renaissance and the Disney movies of the past four years. Also, I read somewhere that the release of Frozen marks the third consecutive year that the big Disney movie did better than the big Pixar movie.
