How to make an icon?

Everyone on here makes such beautiful icons. All I want to know is how do you make them? What system do you use to make them? Any tips?

I use GIMP and then fix the colors and stuff on PhotoScape. But Picnik works best for beginners and then you could try Pixlr, which is like an online, easier version of GIMP.
