I think it may be Blair. Nvm the unpopular opinion though, but IF the premieres reflect the finale... Dan won't be able to say I love you to Blair. UNLESS, it reflects in a way of making Dan say it because he couldn't say it in the premiere. IDK. But I hope it's Blair, she should make the grand gesture this time! :D

^This makes so much sense. Since the premiere is said to parallel the finale maybe Dan will be the one incapable of saying it.

I don't want this though because Blair has been through so many cases like it. Being the first to say "I love you," and the guy not saying it back (Nate, Chuck). I wouldn't want to see her heartbroken all over again because of this.
