I base it partly on the level of fear/panic the unsub causes, it's not just about how many people they kill or the brutality of the murder. The intelligence of The Reaper was terrifying not only to the public but to the team as well.

The most evil ones scare me the most, they don't even seem human, and I actually find it hard to look at the scene or I avoid the epi altogether. Some epis may have good team interaction that is fun to watch, just the unsub committing the crime is harsh and hard to watch. I see ashes and dust was added, I totally forgot about that one. setting people on fire is evil, it's a tough scene to watch, I usually look away.
