Honestly...no. Firstly, assigning blame has never helped anyone, and Castiel made the best decision he could in an impossible situation. It was the only available solution to halt Raphael's attempts to rerail the apocalypse, which would take presidence. Quite aside from that, nobody knew that the leviathans even existed (with the exceptions of Death and God who, big suprise, were not in sharing moods). I won't make any judgements in regard to Godstiel's actions. Cas's refusal to return the souls even after knowing the risks may (I daresay likely) have been influenced by the presence of the souls/leviathans themselves.
