About the recent chapter in bleach..SPOILERS

In the latest chapter,ichigo fights ginjo,right?
Actually,I don't quite understand what's going on..About the shinigami badges and ukitake..Can someone explain it further to me?

He said it would be useful to Ichigo so he should always keep it with him. link

However, the badge was actually used to keep an eye on Ichigo by the Soul Society. Ginjou wanted Ichigo to be angry about this, but Ichigo has actually already realized this and accepted it.
