Why has Soul Society never even mentioned these people? Why hasn't Urahara or Isshin, both of whom have been in Karakura town for long periods of time, found or mentioned them? It brings up a lot of unsettling questions about Chad too. I'm guessing at least Urahara knew something about these people before he met Chad. Why didn't he care to mention that important detail? Do these people know something that Chad doesn't about how having hollow powers corrupts them? They say they want to surrender their powers, but we've never gotten a hint that they have the same voice in their heads that Ichigo does.
More importantly, these fullbring guys answer very few of the important questions that Ichigo should be asking. The one above, namely, why they're afraid of their powers and want to give them up, is probably most important. Another important question is: do they even know what will happen when their powers are handed over to a shinigami representative? Considering Ichigo's background, you would think that he would ask at least these basic questions.
Overall, I just think a lot of this is half-assed. The basic premise is alright, but a lot of the questions that need to be answered probably never will, or if they are, only when the answer becomes absolutely essential (as opposed to when the questions should have been asked in the first place).
