Quasimodo will be a hunchback forever when the beast needed to learn how to love and earn Belle's love back making him and his servants 'Human Again'.

Probably; what gets me about Quasimodo is that he didn't even do anything bad in the first place. At least the Beast started off selfish and learned from his mistakes, and like you said he does not remain a Beast forever.

Quasimodo is permanently deformed and can't change his appearance. Adam is only a Beast because he was cursed to be a Beast and needed to learn to love and become a better person and man. Quasimodo will always have to live like this and he can't change it so I feel the most empathy for Quasimodo.
