Did anyone see this animated movie before?

I saw this The Scarecrow a few years ago on TV. It was about this orphan girl who falls for a scarecrow that comes to life by some enchanted witch. When the scarecrow comes to life he wishes to become human(not Enchanted style or Who framed roger rabbit style like in Shrek 2 with Shrek wanting to become human so that he would make Fiona happy)so the enchanted witch gives him this magic feather that he has to wear on his hat so that people will see him as a human but he has to avoid mirrors as people will see him as a scarecrow.

It was a cute animated movie. Has anyone seen this and if yes did you like it. I posted out a video of the film I am talking about.
