Realistically Coop is better for Phoebe since she went through so much stuff with trying to find love and none ending great so for her to end up with Love was a perfect ending for her character.
I did love Cole/Phoebe better though cause I did feel that Coop/Phoebe were a little rush I think they should have had Coop come in - in the beginning of Season 8 or the end of Season 7 but I did like the little that was of them but nothing will ever compare to Phoebe/Cole. The question is who's better for Phoebe though and even though Cole love Phoebe more than anything, it was so much stuff she had to go through with him. Even choosing between her sister's or him. It's just always heartache and pain, Cole just needed to have power and that's great but it was hard for Phoebe and I don't think she would have that much problems with Coop.
No one will probably ever love Phoebe like Cole but after seeing all what Phoebe wen't through I have to go with Coop.
